The Europeans - Facing a crucial decision?

MEDEA+ Forum in AntwerpMEDEA+ at its annual Forum in Antwerp critically reviewed its microelectronics R&D programme. With more than 230 participants from Industry, Public Authorities, SMEs and academia attending, MEDEA+ executives reported on the actual achievements of the ambitious EUREKA programme.

And as a matter of fact, a lot of progress in Semiconductor Applications and Technologies has been reported. Four projects have been reported in detail, a poster session gave a chance to deepen results and achievements in individual circles and discussion with participating companies.

According to latest Market Forecasts, the years 2003/2004 will show further market growth. There are first indications for an economical recovery in Semiconductors, the 'Valley of Tears' seems to be behind. MEDEA+ and its partners have been actively using the last two years for fundamental R&D in Microelectronics, innovations in Applications and Technologies, development of related tools and tool-kits and introduction of cost-efficient processes. The two keynote speakers, Alcatel's CTO, Neil Ransom in his presentation on "Smooth Migrations and Networking Discontinuities" as well as Philips's Research VP, Emile Aarts on "Ambient Intelligence" showed impressively that industry has accepted the challenges caused by globalisation and innovation.

But not withstanding all positive signs and signals, "If Europe really wants to maintain its leading position", said MEDEA+ Chairman Jean-Pierre Noblanc, "then the Europeans have to do more". And the Chairman was particularly comparing Europe with other regions of the world - Asia, Far East and the USA.

"More synergies of European programs and a higher level of R&D engagement in European Microelectronics will enhance the European competitive advantages".

Gordon Chen, President of the Taiwanese Semiconductor Industry Association, contributed interesting information on the strategic approach to build-up this key industry in his country. Thus he was giving a challenging job to the Round Table discussion of experts from politics and industry under the headline "Models for Industry/Government co-operation for the microelectronics industry".

A first evaluation on proposals submitted in the frame of MEDEA+ 3rd call, reveal industrial readiness to increase their R&D invest in MEDEA+ projects significantly compared to the present situation. Interestingly enough, this move is equally shared and driven by SMEs and acadamia.

The plea to Public Authorities to provide more support, more R&D funding and incentives to the benefit of Europe's Semiconductor Industry, should not be down turned referring to budget cuts, as innovation and research activities are well recognised instruments for achievement of increased productivity, preservation or improvement of employment with all the positive initiations of returns in a national economy.
